MAIL <br /> ft <br /> (8). The Johns Manville Pipe Company was located at Sperry Road and Airport Way, in <br /> Stockton, approximately 1.5 miles north of the Equinoa property. The company <br /> operated from 1957 until 1982, when Johns Manville Pipe Division was sold to J-M <br /> Manufacturing, Inc., an unrelated company. In addition to waste disposal at the Equinoa <br /> site,Johns Manville operated a 40-acre landfill on-site at its Stockton facility(8). <br /> The Equinoa property was reported to the San Joaquin County Department of Health <br /> (CoDOH) in April 1985 by Anderson Geotechnical Consultants, which identified surface <br /> and subsurface deposits of asbestos waste (9). Subsequent PAs conducted by Cal EPA <br /> DTSC and EPA TAT identified asbestos waste piles on the surface and below grade, on <br /> the Equina property (3,4). Cal EPA DISC applied a polymer sealant to the site in 1988 to <br /> prevent further air dispersal of the waste, after the Responsible Party(RP), Equinoa, failed <br /> to respond to a county order to fence and cap the site in 1985 (4). <br /> On November 15, 1988, Lyon Communities assumed title of the contaminated Equina <br /> property; Lyon subsequently assumed title of the Thomas property on January 20, 1989, <br /> since it was apparent that the Equinoa property could not be satisfactorily remediated <br /> with the residential parcel isolated in its center (7). The French Camp site was thus <br /> redefined to include the 1.16-acre Thomas parcel; earlier references to the site consider <br /> only the 4.96-acre Equinoa property (3, 4). Lyon Communities is the current owner of the <br /> French Camp site. <br /> Lyon Communities was issued CERCLA Section 106 order 89-09 in May 1989, requiring it <br /> to develop a remediation workplan within 21 days (2). Subsequent to this, the Thomas <br /> residence was demolished, the site was cleared of debris, and an interim 6-inch soil cap <br /> was installed over the site in 1990. A final 3-foot thick cap of clean fill, together with a <br /> wire mesh to prevent rabbits from entering the site, was installed on-site in 1991 (7, 18, <br /> 19, 20). <br /> 2.4 Regulatory Involvement <br /> The San Joaquin County Environmental Health Department (CoDOH) was notified of the <br /> Equinoa site in May 1985 by Anderson Geotechnical, a private geotechnical company (9). <br /> Cal EPA DISC was subsequently notified of the potential health threat presented by the <br /> site (11); it in turn notified the U.S. EPA Field Operations Branch on June 13, 1985 (10). In <br /> August 1985, CoDOH issued a California Health and Safety Code violation to the RP <br /> (Malcolm Equinoa) ordering him to fence, post, and cap the waste material at the site (4). <br /> The RP was unresponsive to this order (4). <br /> URS Consultants, Inc.
