One possible explanation is that <br /> area C on Plate 2-2 was excavated 10 to 14 feet deeper during the period from 1973 to <br /> 1983. <br /> An aerial photograph taken in 1983 was used as a basis for preparing Plate 2-4. A number <br /> of significant changes have occurred between 1977 and 1983. The 21-acre parcel was split <br /> in 1979 when Cove Contractors purchased the southern half from California Clay Products. <br /> Area B has been filled to grade. ASW was disposed in areas A, B, C and D until 1982 <br /> when disposal at the site stopped. Also between 1977 and 1983 area E was formed. As can <br /> be seen from previous plates, this area was not excavated. Cove Contractors removed soil <br /> from area E for use as cover in other portions of the site. Water has collected in the <br /> bottom of area E. All but two of the structures on the California Clay Products parcel were. <br /> removed. <br /> The present state of the site is shown on Plate 2-5. There are only two significant changes <br /> from 1983. The water in area E has dried u . The bottom is approximately 26 feet below <br /> the surrounding ground surface. Also, a surface impoundment was installed on the former <br /> California Clay Products parcel over a portion of disposal area B. The size and location of <br /> the impoundment is approximate, based on observations taken during a visit to the Cove <br /> Contractors site in 1990. <br /> A study was conducted by Kleinfelder in 1988 (Reference 1-3) to assess if there were PCBs <br /> in the ASW and if those PCBs posed a threat to ground water quality. Twenty-eight <br /> samples were analyzed and none exceeded the TTLC of 50 mg/kg.
