1-1
I1
a Ab
KLEINFELDER
I EXECUTIVE SUMMARY
This is a closure report which contains Kleinfelder's observations of excavation activities. and
monitoring well abandonment in the vicinity of Disposal Sites B and C at the Spreckels Sugar
Plant No. 2 in Manteca, California (see Plate 3). Additionally, this report details soil and
groundwater sampling conducted during excavation of the two disposal sites and the resulting
analytical results. Mr. Mike Atherton of Atherton Kirk Development Company, retained
Kleinfelder to conduct these activities. The work was conducted in accordance with
Kleinfelder's "Proposed/Workplan, Removal of Debris Disposal Areas...." (dated September 5,
1997) in accordance with Kleinfelder's Work Requisition No. 0909 (20-3978-01.W36), dated
September 5, 1999. This work was also conducted in accordance with Kleinfelder's Work
Requisition No. 070799-1 (20-03978-03.W36) titled "Well Abandonment of MW -7 through
wMW -12", dated July 7, 1999.
The objective of the proposed work was to remove buried debris from Disposal Sites B and C so
that closure could be obtained and the disposal areas would not interfere with future development
of the site and to conduct confirmation sampling as recommended by PHS/EHD during the
excavation activities. After excavation of Disposal Sites B and C. six monitoring wells installed
in the vicinity of the two disposal areas were proposed to be abandoned.
Between June l 1 and 18, 1999 Disposal Sites B and C were excavated. Two groundwater
samples and seven confirmatory soil samples were collected during these excavation activities
under the direction of Mr. Robert McCollum of the San Joaquin County Public Health Services
Department Environmental Health Division (PHS/EHD) and were submitted under chain -of -
custody procedures to a state certified laboratory. Subsequently three soil samples (CS1, CS4
and CS7) collected at depths ranging from six to twelve feet bgs and both water samples, CSW
(6/16/99 and 6/20/99) were analyzed for selected analytes listed in Section 5. Soil samples CS 1
and CS4 were collected from Disposal Area C. Soil sample CS7 and groundwater samples CSW
(6/16/99 and 6/20/99) were collected from Disposal Site B. Only trace concentrations of some
constituents were present. Based on the concentrations detected, Mr. McCollum gave approval
to backfill the excavations on .luly 16, 1999. For a summary of the results and comparative
regulatory limits and Preliminary Remedial Goals (PRGs) refer to Table 1 under the "Tables
Tab" of this report.
On July 14. 1999 three of the six monitoring wells (MW -7, MW -9, and MW -11) were
abandoned. Monitoring wells MW -8, MW -10 and MW -12 were unable to be located at this time
due to grading operations at the site. It is possible that those wells have been destroyed.
<
20-3978-03.W 3GI_(11 )7GG
Page I of 20
September 9, 1999
© 1999. Kleinfelder. Inc.
