2 SITE SETTING <br />2.1 SITE LOCATION <br />KLEINFELDER <br />The Spreckels site is located in a portion of the Northern 1/2 of the Northeast 1/4 of Section 4, a <br />portion of the Eastern 1/2 of the Southeast 1/4 of Section 4 and the Western 1/2 of Section 3 of <br />Township 2 South Range 7 East of the Mount Diablo Baseline and Meridian. According to the <br />1987 photorevised U.S. Geological Survey "Manteca, California, East" 7.5 -Minute Topographic <br />Quadrangle Map, the property has an elevation of approximately 40 feet above mean sea level. <br />However, the topography of the site varies. According to a December 1996 topographic survey <br />of the site by RLC Associates of Manteca (the basis of our attached site maps), the site has an <br />elevation ranging from approximately 38 to 68 feet above mean sea level. <br />The overall former Spreckels Sugar Plant No. 2 property includes approximately 362 acres of <br />property within the City of Manteca. <br />2.2 CURRENT SITE USE AND VICINITY CHARACTERISTICS <br />The project site is currently a non-operating sugar beet processing plant with associated former <br />cattle yards, orchards, and waste ponds. Most surface structures have been razed. <br />The property is being redeveloped as a 362 acre, mixed-use development called "Spreckels <br />Park". The approved plans include the construction of Spreckels Avenue, which would run south <br />and southwest from the current intersection of Cottage Avenue and Yosemite Avenue to Moffat <br />Boulevard near the current southwest corner of the property. Seven lots of commercial property <br />covering 48.0 acres would border the intersection of Yosemite Avenue and Spreckels Avenue <br />and cover the current northeast corner of the property. Portions of that commercial development <br />are now being developed. South of the commercial development, bordered by Spreckels Avenue <br />on the west and Highway 99 on the east, nine lots of industrial property are proposed constituting <br />a 180.8 acre industrial park. The area in the current northwest corner is being constructed as a <br />35.9 acre residential development. including an approximately 4.6 acre park/stormwater basin. <br />The remaining area, bordered by the residential development and property boundary on the west <br />and Spreckels Avenue on the east. is proposed for a office/business park consisting of seven lots <br />on approximately 83.5 acres.
