Furthermore, a letter of"no further action"should be requested from both <br /> agencies for the areas which are the subject of this report. <br /> 4.11 AST Locations (File No. 20-3978-01.W12) <br /> Based on the results of the subsurface assessment conducted in this area, Kleinfelder had the <br /> following recommendations detailed in our report "Limited Phase II Soil and Groundwater <br /> Assessment, Existing and Former Above-Ground Storage Tank Locations, (Phase I ESA <br /> Recommendation 12), Former Spreckels Sugar Plant No. 2, 18800 South Spreckels Road, <br /> Manteca, California(APN#221-180-04)"dated February 24, 1997: <br /> 1. The existing soil cuttings (a.k.a. drilling returns) should be evaluated and properly <br /> disposed of by Atherton-Kirk.. Kleinfelder can assist the Atherton-Kirk in that disposal <br /> at the Client's request at an additional cost. <br /> 2. The equipment rinseate should be properly evaluated and disposed of by Atherton-Kirk. <br /> Kleinfelder can assist Atherton-Kirk in that disposal at the Client's request at an <br /> additional cost. <br /> 3. If discolored soil, odors, or other evidence of contamination are encountered during site <br /> grading, development, etc., our office should be notified immediately. <br /> 4. Kleinfelder does not recommend further assessment at the following existing/former above <br /> ground tank locations at the former Spreckels Sugar Plant No. 2: <br /> • Acid/Caustic/Sulfuric Acid Storage Area <br /> • North Sulfuric Acid Tank <br /> • Hydrochloric Acid Tank <br /> • Fuel Oil Storage Tank, Pump Station and Product Lines <br /> • Waste Oil Tank and Drum Storage Area <br /> • Spreckels Gasoline Convault <br /> A copy of this report should be submitted to the San Joaquin County Public Health Services <br /> Department (PHS/EHD) and the Regional Water Quality Control Board (RWQCB) for their <br /> consideration.
