Vandenberg
Manager, Environmental Department
Port of Oakland
P. 0. Box 2064
Oakland, CA 94604-2064
Dear Mr. Vandenberg :
Re : Use Permit Application No. UP-90-2 of
Reclamation District No. 2038 and the
Port of Oakland
The Planning Division has reviewed your letter dated September 13 ,
1989, which responded to our request for additional information on
the Lower Jones Tract Dredge Spoils Project. That review deter-
mined that it will still be necessary to obtain from the California
Solid Waste Management Board a determination of whether a Solid
Waste Facility permit is required. The attached letter from this
Department to Reclamation District No. 2038 (dated August 18, 1989 )
contains a complete list of the information required in order for
your application to be considered complete .
Regarding the classification of the dredge spoils material from the
State Department of Health Services , the Environmental Health
Division of the County 's Public Health Services Department is still
requesting that classification in order for the application to be
considered complete. As an alternative, they will accept a letter
from DHS stating that the classification of the material as a "non-
hazardous " designated waste- by the Regional Water Quality Control
Board is equivalent to concurrence from DHS . Any questions you may
have concerning this matter should be directed to Laurie Cotulla,
Public Health Services , at ( 209 ) 468-3420.
In order to avoid a withdrawal of the application, - it will be nec-
essary for you to submit all the required materials within thirty
( 30 ) calendar days of the date of this letter.
