Drilling muds being <br /> accepted at your site contain significant amounts of chromium, arsenic, oil , <br /> grease, and total dissolved solids making them Group 1 wastes by our cirteria. <br /> Samples from your on-site monitoring wells show high levels of total dissolved <br /> solids, chromium, and arsenic which equal or exceed drinking water standards. <br /> Additionally, a visual inspection of your site on 25 April 1984 showed that a <br /> minimum of two feet of freeboard is not being maintained in the evaporation ponds <br /> and part of the site fence is missing allowing public access to the site. <br /> Arcady Oil Company has violated their waste discharge requirements, specifically <br /> Discharge Specifications: <br /> A,.1 - "The treatment or disposal of waste shall not cause pollution, or <br /> a nuisance®" <br /> A.4 - "Group 1 and Group 2 wastes shall not be deposited at this site. <br /> Waste shall be limited to nontoxic drilling mud `free of oil , grease, <br /> and heavy metals) ." <br /> A.6 - "A minimum freeboard of two feet shall be maintained in each lagoon <br /> to prevent waste overflow." <br /> A.13- "Public access to the disposal area shall be effectively excluded®" <br /> We, therefore, request Arcady Oil to immediately cease receiving and disposing of <br /> drilling muds containing oil , grease, heavy metals, or any hazardous substances <br /> and to take all necessary actions to comply with the Board's requirements. We <br /> further request that you submit, by 17 May 1984, a plan with a time schedule for <br /> implementation, containing: <br /> 1) Measures which have been or will be implemented to bring your facility <br /> in compliance with requirements; <br />
