Excessive oil deposits were evident on top of the water in the disposal ponds. <br /> The San Joaquin Local Health District believes there are violations of Waste <br /> Discharge Requirements (Order #76-152) Specification #4. <br /> 2. An inspection revealed that the entire levee area on the north end of the site <br /> (adjacent to EBMUD pipelines) appeared to have inadequate protection from wash- <br /> out or erosion into the Whiskey Slough waterways. Violation of Waste Discharge <br /> Requirements (Order #76-152) Specifications #3 and 5. <br /> 3. The high water table in this area leads to a potential degradation of the under- <br /> ground and surface water supply. Violation of Waste Discharge Requirements <br /> (Order #76-152) Specifications #7 and 11 . <br /> Based upon the above three (3) observations and the analysis of the waste material <br /> submitted to the San Joaquin Local Health District by your agency we urge the <br /> California Regional Water Quality Control Board, Central Valley Region take appro- <br /> priate abatement action to close this site to any future dumping and remove all <br /> identified hazardous materials from the property. <br /> If you have any questions regarding this matter, please contact me at 466-6781 , <br /> Ext. 30. <br /> Jack J.
