f fk
MEMORANDUM APR 10 1979
SAN J OA
T0: Rich Rose QU►N -Or-aL
FROM: F. 0. McDermott HEALTH DISTRICT
SUBJECT: MUD Disposal Site
On 23 March 1979, in the company of Joe Ga nes , I visited the
subject disposal site.
The inspection was made as a follow—up to a complaint I received
from Weber Fisher, Fish and Game Department Warden, on
25 February 1979.
Warden Fisher was concerned about an oil slick covering the
surface of the disposal site ponds and the possibility of
rodents perforating the levee adjacent to Mosher Slough and
discharging the oil waste to the slough.
After inspecting the site on 26 February 1979, I phoned Joe Gaines,
site operator, and informed him of Warden Fisher' s concerns .
Mr. Gaines told me he would "immediately begin placing oil
absorbent mats on the surface of the ponds to remove the oil" .
From my inspection on 23 March 1979 it was determined that
95 percent of the surface oil had been removed and Mr. Gaines
was still placing mats to remove the remaining 5 percent .
Mr. Gaines and Warden Fisher have informed the truck drivers
that they would be fined by the Department of Fish and Game
if they are found discharging oil waste at the site .
With the warning to the drivers and the end of the rainy season
this situation should clear up. Mr . Gaines has, since my last
inspection, beefed up the levees, repaired the fences and gates,
and has improved the overall. disposal site.
The site is located off the main stream highways and is subjected
to minor vandalism such as stealing of fence and gate materials .
Mr. Gaines informed me that he plans to visit and inspect the
site more frequently.
FOM:sm
4/6/79
cc: Arcady Oil (form letter)
Fish and Game: Warden Fisher
San Joaquin County Health Department
