CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER N0. 76-152 <br /> WASTE 'OISCRARGE REQUIPMENTS <br /> FOR <br /> ARCADY OIL COIAPA21Y <br /> CLASS III DRILLING MUD DISPOSAL SITE <br /> HOLT, SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1. On 21 April 1960 this Board adopted Resolution No. 60-78 specifying waste dis- <br /> charge requirements for this site. These requirements are not in conformance <br /> with Subchapter 15, Chapter 3, Title 23, of the California Administrative Code. <br /> 2. Arcady Oil Company, 712 Fair Oak Avenue, Suite 211, South Pasadena, California <br /> 91030, maintains a solid waste disposal site for the discharge of Group 3 wastes <br /> in Honker Lake Tract, T1N, R5E, 2MB&24 as shown in Attachment "A" incorporated <br /> herein and made part of this Order. Surface drainage is to Whisky Slough. <br /> 3. Disposal facilities consist of diked lagoons adjacent to an irrigation canal <br /> which is connected to Whiskey Slough via a gated culvert. <br /> 4. This disposal site, if properly operated, will meet the criteria contained in <br /> the California Administrative Code, Title 23, Chapter 3, Subchapter 15, for <br /> classification as a Class III Disposal Site suitable to receive only Group 3 <br /> wastes. <br /> 5. Beneficial uses of Whiskey Slough and the San Joaquin Delta are: municipal, <br /> agricultural, and industrial water supply; recreation; esthetic enjoyment; <br /> and preservation and enhancement of fish, wildlife, and other aquatic resources. <br /> 6. Land within 1,000 feet (305 m) of this site is used for recreation, domestic, <br /> housing, and commercial establishments. <br /> 7. The Water Quality Control Plan for the Sacramento-San Joaquin Delta Basin was <br /> adopted on 25 July 1975, and this Order implements the water quality objectives <br /> stated in the plan. <br /> 8. The Board has notified the discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this existing discharge.. <br /> 9. The Board in a public meeting heard and considered all comments pertaining to <br /> the discharge. <br /> IT IS HEREBY ORDERED, that Arcady Oil Company, the property owner, shall comply with <br /> the following: <br /> A. Discharge Specifications <br /> 1. The treatment or disposal of waste shall not cause pollution, or a <br /> nuisance. <br />
