CENTRAL VALLP REGIONAL WATER QUALITY ATROL BOARD <br /> DATE: 25 October 2011 <br /> LOCATION & COUNTY Arcady Oil, Depauli Property, San Joaquin County <br /> CONTACT(S): Paul Hagen, Isola Law Group, LLP, Arcata <br /> INSPECTION DATE: 14 October 2011 <br /> INSPECTED BY: Howard Hold (RWQCB), <br /> ACCOMPANIED BY: Unaccompanied <br /> OBSERVATIONS AND COMMENTS <br /> On 14 October 2011, staff walked the DePauli property, which was once operated as a <br /> mud disposal site by the Arcady Oil company, and made the following observations. <br /> Attached are photographs taken during the inspection. <br /> • No work has been done on this site, and it appears a brush fire recently burned the <br /> majority of the onsite vegetation (Photo 1). <br /> • The newer monitoring wells appear to be in good condition (Photo 2). <br /> • The rows of drilling mud are still uncovered and exposed to the elements. The site is <br /> graded to the center of the property (Photos 3 and 4). <br /> • Monitoring Well MW1 was not locked (Photo 5). <br /> • The northern Barber property parcel has been flooded by water from Whiskey <br /> Slough, which is entering though a breach in the levee (Photo 6). The northern <br /> parcel was not accessible to staff (Photo 7). <br /> • Whiskey Slough (Photo 8) <br /> SUMMARY: <br /> Currently this site lacks vegetation, but the site is sloped to drain toward the center of <br /> the property. The monitoring wells all need to be secured immediately. The levee that <br /> separates the northern parcel from Whiskey Slough must be repaired. The DePauli's <br /> are finalizing their plan for clean closure, which is due on 15 December 2011.
