CENTRAL VALLP REGIONAL WATER QUALITY ATROL BOARD
DATE: 25 October 2011
LOCATION & COUNTY Arcady Oil, Depauli Property, San Joaquin County
CONTACT(S): Paul Hagen, Isola Law Group, LLP, Arcata
INSPECTION DATE: 14 October 2011
INSPECTED BY: Howard Hold (RWQCB),
ACCOMPANIED BY: Unaccompanied
OBSERVATIONS AND COMMENTS
On 14 October 2011, staff walked the DePauli property, which was once operated as a
mud disposal site by the Arcady Oil company, and made the following observations.
Attached are photographs taken during the inspection.
• No work has been done on this site, and it appears a brush fire recently burned the
majority of the onsite vegetation (Photo 1).
• The newer monitoring wells appear to be in good condition (Photo 2).
• The rows of drilling mud are still uncovered and exposed to the elements. The site is
graded to the center of the property (Photos 3 and 4).
• Monitoring Well MW1 was not locked (Photo 5).
• The northern Barber property parcel has been flooded by water from Whiskey
Slough, which is entering though a breach in the levee (Photo 6). The northern
parcel was not accessible to staff (Photo 7).
• Whiskey Slough (Photo 8)
SUMMARY:
Currently this site lacks vegetation, but the site is sloped to drain toward the center of
the property. The monitoring wells all need to be secured immediately. The levee that
separates the northern parcel from Whiskey Slough must be repaired. The DePauli's
are finalizing their plan for clean closure, which is due on 15 December 2011. Removal
of the drilling mud is scheduled for 2012.
A
Inspected by:
HOWARD HOLD, P.G.
