` --GAW-
CENTRAL VALLIfREGIONAL WATER QUALIT#CONTROL BOARD
INSPECTION REPORT
DISCHARGER: Arcady Oil Co.
LOCATION & COUNTY: Holt, San Joaquin County
CONTACT(S) : Al Kisner, caretaker; Alex Diepenbrock, owner
INSPECTION DATE: 23 May 1989
INSPECTED BY: Robert L. Niblack
ACCOMPANIED BY: Phil Guadagnino, Mike Negrete
This inspection was conducted to sample monitoring wells at the Arcady Oil Company
drilling mud disposal site to begin to determine if waste constituents are migrating
from the site. An ongoing monitoring program is needed to confirm the results of
this sampling event. Until this inspection was conducted, existing monitoring wells
at this site had not been sampled and analyzed since 21 October 1987. The ,
monitoring wells we planned to sample during this inspection were those on the south
end of the site. Hazardous levels of metals were found onl ' from the
south end of the site. Hazardous levels of lead were found in the drilling mud
samples, and hazardous levels of copper were found in samples of soil beneath the
waste. The north end ofmthe site was polluted with hydrocarbons due to a pipeline
leak in 198M The hydrocarbon contamination at the northern end of the site is
undergoing remediation by Southern Pacific Pipeline Company.
MONITORING WELL CONSTRUCTION AND DESIGN
The southern monitoring wells are M-3, M-4, M-5, M-6, M-7, M-8, and OH-2. The
location of these wells is shown on figure 1 (attached) .
Monitoring well OH-2 was constructed when the site was still accepting wastes. Two
six-inch, steel cased wells, OH-1 and OH-2, were installed along the eastern
perimeter of the property in 1982 or early 1983.
On 29 April 1985 ten additional monitoring wells were installed to comply with a
cleanup and abatement order. The ten wells were each constructed of four-inch PUC
casing with ten feet of slotted screen. Of these ten wells M-3, M-4, M-5, M-6, M-7,
and M-8 were checked during this sampling event. The depth of these wells was from
18 to 20 feet below ground surface when constructed. When measured during this
inspection the bottom of the wells was from 17.95 to 18.75 feet below ground
surface. M-3 and M-4 are on a levee approximately 30 to 40 feet from the water in
Whiskey Slough. They were considered to be upgradient since the gradient was shown
to be from the slough to the east, and the waste disposal area is east of the wells
(see figure 1) . Water level measurements taken during this inspection confirm that
