The purpose of these combined applications is to allow the City to transfer <br />its jurisdiction from an exhausted landfill solid waste disposal site to the adjacent <br />site of current operations. Jurisdiction in this case is noncontiguous annexation <br />of City—owned land in municipal use exclusively® Controlling legislation allows a <br />maximum of 100 acres under noncontiguous annexation at any one time® It is there— <br />fore necessary to detach the 90.91 acre exhausted site before annexing the new 89.09 <br />here parcel, The City has submitted written consent as sole owner of all affected <br />land for both the detachment and the annexation. <br />The proposals are consistent with County and City General Plans. Favorable proposal <br />evaluations have been submitted by the Stockton Community Development Department, <br />County Planning Department, San Joaquin Local Health District, USDA Soil Conservation <br />Service, County Public Woeks Department, and Offices of the Sheriff and County <br />Assessor® Staff has been contacted by a Collegeville Fire Protection District Board <br />of Directors member who indicated that some consideration is being given to re- <br />questing withdrawal of affected land from the fire district® <br />The Executive Officer has performed environmental assessments pursuant to the Com— <br />mission's adopted guidelines for implementing the California Environmental Quality <br />Act of 1970. The resultant determinations are that the projects will not have <br />significant adverse impact on the environment and therefore preparation of Environ. - <br />mental Impact Reports is not required. Copies of Negative Declarations proposed <br />for adoption by the Commission are attached.
