This report includes a proposal for Phase III of the <br /> investigation. The following comments address this proposals <br /> 1. Monitoring wells MW-6 and MW-7 should be installed at the beginning of <br /> Phase III. This will allow the ground water investigation program to <br /> be adjusted, if necessary, to include an investigation of the second <br /> water bearing zone. <br /> 2. If contamination is found in the second water bearing zone, a proposal <br /> must be submitted for the investigation of the extent of contamination <br /> in this and the next deeper zones. <br /> 3. If contamination is not found in the second water bearing zone, <br /> monitoring wells MW-6 and MW-7 should be added to the quarterly <br /> monitoring program to ensure that if contamination occurs, it is <br /> detected at the earliest possible time. <br /> 4. Before installation of the leachate monitoring well , we must review the <br /> design and construction plans for the well . The design must ensure <br /> that the well does not act as a conduit for surface water runoff to <br /> penetrate the landfill and increase leachate production. <br /> The Phase III VMP proposal is approved contingent upon the above comments being <br /> addressed in the investigation. <br /> We have also reviewed your letter, dated 14 June 1990, regarding the requirements <br /> of the time schedule contained in Provision C.17 of the Waste Discharge <br /> Requirements Order No. 90-122. The requirements for the abandonment of the water <br /> supply well (WSW) have been satisfied since the well was already abandoned in <br /> December 1989. <br /> As we discussed in the meeting at our office on 26 June 1990, the requirement for <br /> the City to submit 12 monthly analyses of ground and surface water monitoring <br />
