WASTE DISCHARGE REQUIREMENTS -6- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL <br /> GROUND WATER TREATMENT SYSTEM AND STORM WATER DISCHARGE <br /> SAN JOAQUIN COUNTY <br /> 11. The normal ambient pH to fall below 6.5, exceed 8.5, or change by more <br /> than 0.5 units. <br /> 12. Deposition of material that causes nuisance or adversely affects <br /> beneficial uses. <br /> 13. The normal ambient temperature to be increased more than 5°F. <br /> 14. Taste or odor-producing substances to impart undesirable tastes or <br /> odors to fish flesh or other edible products of aquatic origin or to <br /> cause nuisance or adversely affect beneficial uses. <br /> 15. The Discharger shall implement a three species effluent toxicity <br /> monitoring program as specified in the attached Monitoring and <br /> Reporting Program. If the discharge consistently produces instream <br /> toxicity, the Discharger shall submit to the Board for approval a <br /> workplan to investigate the toxicity, shall implement the workplan upon <br /> approval , and take all reasonable steps to reduce or eliminate the <br /> toxicity. <br /> 16. Violation of any applicable water quality standard for receiving waters <br /> adopted by the Board or the State Water Resources Control Board <br /> pursuant to the CWA and regulations adopted thereunder. <br /> E. Provisions: <br /> 1. The Discharger shall comply with all the items of the "Standard <br /> Provisions and Reporting Requirements for Waste Discharge Requirements <br /> (NPDES)", dated I March 1991, which are part of this Order. This <br /> attachment and its individual paragraphs are referred to as "Standard <br /> Provision(s) ." <br /> 2. The Discharger shall comply with the attached Monitoring and Reporting <br /> Program No. 92- , which is part of this Order, and any revisions <br /> thereto, as ordered by the Executive Officer. <br /> 3. The Discharger shall submit a Storm Water Pollution Prevention Plan by <br /> 1 October 1992 and implement the plan upon approval . <br /> 4. The Discharger shall complete an Effluent and Receiving Water Quality <br /> Assessment (ERWQA) by 1 November 1993. The objectives of the study are <br /> to: (1) determine whether the discharge has constituents that cause, <br /> have reasonable potential to cause, or contribute to an excursion above <br /> any State water quality standard, including the "California Inland <br /> Surface Water Plan" adopted 11 April 1991 and State narrative criteria <br /> for water quality: and (2) to determine the most appropriate measures <br /> and/or actions to be taken to achieve compliance with potential <br />
