1 <br /> MONITORING AND REPORTING PROGRAM -2- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL <br /> GROUND WATER TREATMENT SYSTEM AND STORM WATER DISCHARGE <br /> SAN JOAQUIN COUNTY <br /> conducted weekly for four consecutive weeks, monthly for the next three <br /> consecutive months, and quarterly thereafter following the initial discharge <br /> to Littlejohns Creek. 3) If any sample shows detectable volatile organics, <br /> the Discharger shall immediately resample and reanalyze the effluent for the <br /> detected constituent(s), and shall continue sampling the effluent on a weekly <br /> basis until the constituent(s) concentrations are below detection. <br /> THREE SPECIES EFFLUENT TOXICITY MONITORING <br /> Effluent toxicity monitoring shall be conducted to determine if the effluent is <br /> contributing toxicity to Littlejohns Creek. The monitoring should be conducted <br /> as specified in the EPA Guidance Manual EPA 600/4-89/001. Effluent toxicity <br /> samples shall be collected at the discharge from a manhole prior to be discharged <br /> into Littlejohns Creek. Twenty-four hour composite samples shall be <br /> representative of the volume and quality of the discharge. Time of collection <br /> of samples shall be recorded. Effluent toxicity monitoring shall include the <br /> following: <br /> Species: Fathead Minnow, Ceriodaphnia, and Algal <br /> Frequency: Bimonthly - every two months <br /> Dilution Series: <br /> Dilutions (%) Controls <br /> Canal Lab <br /> 100 75 50 25 12.5 Water Water <br /> % GWTP Effluent 100 75 50 25 12.5 0 0 <br /> % Dilution Water" 0 25 50 75 87.5 100 0 <br /> % Lab Water 0 0 0 0 0 0 100 <br /> * - Dilution water shall be non-toxic receiving water (Littlejohns Creek) taken <br /> upgradient from the discharge point. <br /> STORM WATER MONITORING <br /> Storm water runoff sampling shall be conducted to determine if runoff from the <br /> proposed ground water treatment plant or the northeast corner of the landfill is <br /> not transporting contaminants into Littlejohns Creek and adversely impacting <br /> water quality.
