MONITORING AND REPORTING PROGRAM -4- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL <br /> GROUND WATER TREATMENT SYSTEM AND STORM WATER DISCHARGE <br /> SAN JOAQUIN COUNTY <br /> In conducting the receiving water sampling, a log shall be kept of the receiving <br /> water conditions throughout the reach bounded by Stations R-1 and R-2. Attention <br /> shall be given to the presence or absence of: <br /> a. Floating or suspended matter c. Bottom deposits <br /> b. Discoloration d. Aquatic life <br /> Notes on receiving water conditions shall be summarized in the monitoring report. <br /> REPORTING <br /> Quarterly monitoring results shall be submitted by the 20th day of the month <br /> following each calendar quarter. <br /> In reporting the monitoring data, the Discharger shall arrange the data in <br /> tabular form so that the date, the constituents, and the concentrations are <br /> readily discernible. The data shall be summarized in such a manner to illustrate <br /> clearly whether the discharge complies with waste discharge requirements. <br /> If the Discharger monitors any pollutant at the locations designated herein more <br /> frequently than is required by this Order, the results of such monitoring shall <br /> be included in the calculation and reporting of the values required in the <br /> discharge monitoring report form. <br /> Annually, by 30 January, the Discharger shall submit a report evaluating the <br /> effectiveness and progress of the ground water cleanup, including at a minimum: <br /> both tabular and graphical summaries of the monitoring data obtained during the <br /> previous year; trends in the concentrations of the pollutants in ground water <br /> monitoring wells; whether the contaminant plume is being captured by the <br /> extraction system or is continuing to spread; plans for improvements to the <br /> ground water monitoring, extraction or treatment system; status of any other <br /> cleanup activities such as soil excavation or soil venting systems; and the <br /> anticipated date for completion of cleanup activities. The annual report shall <br /> also include the reasons for and durations of all interruptions in the operation <br /> of the treatment systems. <br /> All reports submitted in response to this Order shall comply with the signatory <br /> requirements of Standard Provision D.6. <br /> The Discharger shall implement the above monitoring program on the first day of <br /> the month following effective date of this Order. <br /> Ordered by <br /> WILLIAM H.
