MONITORING AND REPORTING PROGRAM -4- CITY OF STOCKTON AUSTIN ROAD LANDFILL GROUND WATER TREATMENT SYSTEM AND STORM WATER DISCHARGE SAN JOAQUIN COUNTY In conducting the receiving water sampling, a log shall be kept of the receiving water conditions throughout the reach bounded by Stations R-1 and R-2. Attention shall be given to the presence or absence of: a. Floating or suspended matter c. Bottom deposits b. Discoloration d. Aquatic life Notes on receiving water conditions shall be summarized in the monitoring report. REPORTING Quarterly monitoring results shall be submitted by the 20th day of the month following each calendar quarter. In reporting the monitoring data, the Discharger shall arrange the data in tabular form so that the date, the constituents, and the concentrations are readily discernible. The data shall be summarized in such a manner to illustrate clearly whether the discharge complies with waste discharge requirements. If the Discharger monitors any pollutant at the locations designated herein more frequently than is required by this Order, the results of such monitoring shall be included in the calculation and reporting of the values required in the discharge monitoring report form. Annually, by 30 January, the Discharger shall submit a report evaluating the effectiveness and progress of the ground water cleanup, including at a minimum: both tabular and graphical summaries of the monitoring data obtained during the previous year; trends in the concentrations of the pollutants in ground water monitoring wells; whether the contaminant plume is being captured by the extraction system or is continuing to spread; plans for improvements to the ground water monitoring, extraction or treatment system; status of any other cleanup activities such as soil excavation or soil venting systems; and the anticipated date for completion of cleanup activities. The annual report shall also include the reasons for and durations of all interruptions in the operation of the treatment systems. All reports submitted in response to this Order shall comply with the signatory requirements of Standard Provision D.6.
