WASTE DISCHARGE REQUIREMENTS -7- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL <br /> GROUND WATER TREATMENT SYSTEM AND STORMWATER DISCHARGE T <br /> SAN JOAQUIN COUNTY <br /> 3. The Discharger shall submit a Storm Water Pollution Prevention Plan by <br /> 15 August 1992, and implement the plan upon approval . E <br /> 4. The Discharger shall complete an Effluent and Receiving Water Quality <br /> Assessment (ERWQA) by 1 November 1993. The objectives of the study are <br /> to: (1) determine whether the discharge has constituents that cause, <br /> have reasonable potential to cause, or contribute to an excursion above <br /> any State water quality standard, including the "California Inland <br /> Surface Water Plan" adopted 11 April 1991 and State narrative criteria N <br /> for water quality: and (2) to determine the most appropriate measures <br /> and/or actions to be taken to achieve compliance with potential <br /> effluent limitations. The Discharger shall submit a workplan for the <br /> ERWQA by 1 November 1992. <br /> 5. Based on the results of the ERWQA, this permit may be reopened and <br /> modified. T <br /> 6. This Order expires on I July 1997 and the Discharger must file a Report <br /> of Waste Discharge in accordance with Title 23, CCR, not later than 180 <br /> days in advance of such date in application for renewal of waste <br /> discharge requirements if it wishes to continue the discharge. A <br /> 7. Prior to making any change in the discharge point, place of use, or <br /> purpose of use of the wastewater, the Discharger shall obtain approval <br /> of or clearance from the State Water Resources Control Board (Division <br /> of Water Quality and Water Rights) . <br /> 8. In the event of any change in control or ownership of land or waste <br /> discharge facilities presently owned or controlled by the Discharger, <br /> the Discharger shall notify the succeeding owner or operator of the <br /> existence of this Order by letter, a copy of which shall be immediately <br /> forwarded to this office. <br /> I, WILLIAM H.
