CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 90-122 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (hereafter <br /> Board) finds that: <br /> 1. The City of Stockton (hereafter Discharger) submitted a Solid Waste Assessment <br /> Test Report And Verification Monitoring Plan, dated June 1989, a Report of Waste <br /> Discharge, dated October 1988; a Solid Waste Assessment Test Proposal , dated July <br /> 1988; a Report of Geotechnical Services, dated June 1988; and a Report of Test <br /> Borings, dated July 1972. <br /> 2. The Solid Waste Assessment Test (SWAT) performed at the site showed a significant <br /> ground water quality impact. The landfill is currently regulated by Waste <br /> Discharge Requirements Order No. 89-031. Revised Waste Discharge Requirements <br /> (WDRs) are needed to set a time schedule for the completion of the verification <br /> monitoring and corrective action measures for ground water cleanup. <br /> 3. The 180-acre facility is owned and operated by the City of Stockton. Waste <br /> disposal activities are currently limited to 135-acres of the facility north of <br /> the North Fork of South Little Johns Creek in the northwest 1/4 of Section 3, <br /> T1S, R7E, MDB&M, as shown in Attachment "A" , which is incorporated herein and made <br /> part of this Order. <br /> WASTES AND THEIR CLASSIFICATION <br /> 4. The Discharger proposes to continue to discharge municipal solid waste from the <br /> City of Stockton for disposal in the Class III Landfill . These wastes are <br /> classified as 'nonhazardous solid waste' or ' inert waste' , using the criteria set <br /> forth in Title 23, California Code of Regulations (CCR) , Chapter 3, Subchapter 15 <br /> (hereafter Subchapter 15) . The discharge rate is approximately 700,000 cubic <br /> yards (200,000 tons) per year. <br /> 5. Methane gas will continue to be collected and used in a power plant, developed by <br /> Pacific Energy in 1986. The power plant produces up to 760 kilowatts per hour of <br /> electrical power, which is sold to Pacific Gas & Electric (PG&E) under a long-term <br /> agreement. Return condensate is discharged to the landfill via a leach line <br /> buried near the upper trash/fill dirt interface of the landfill . The return <br /> condensate discharge is regulated under separate WDRs Order No. 88-208. <br /> DESCRIPTION OF THE SITE <br /> 6. Land within 1000 feet of the facility is used for: agricultural and landfilling <br /> activities to the south; the Northern California Youth Center to the north; and <br /> the Pacific Energy methane gas recovery system on the east end of the site. <br />
