WASTE DISCHARGE REQUIREMENTS FOR -3- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 19. A Solid Waste Assessment Test And Verification Monitoring Plan, dated June 1989, <br /> was submitted for the landfill . The report showed that there had been a <br /> significant water quality impact at the down gradient ground water monitoring <br /> wells MW-1 and MW-4. Volatile organic compounds (VOC's) were found in the <br /> downgradient wells, and were confirmed with further sampling. Supplemental <br /> sampling results indicated that VOC's were detected in California Youth Authority <br /> (CYA) wells CYA-1 and CYA-2 at levels equal to or slightly above action levels, <br /> and in a private well at 8106A Austin Road. However, confirmation sampling <br /> results did not detect any VOC's at either of the CYA wells. Further sampling at <br /> the private well at 8106A Austin Road did detect VOC's. <br /> 20. Because of the detection of VOC's downgradient of the landfill , an evaluation <br /> monitoring program was implemented to determine the vertical and horizontal extent <br /> of contamination. The initial investigation consists of sampling the water in the <br /> first two sand zones in eight borings along the downgradient edge of the landfill <br /> and along the upgradient edge of the landfill . The upgradient sampling will be <br /> performed to determine if VOC' s are migrating towards the landfill from Forward <br /> Landfill . Further investigation consists of off-site exploration and determination <br /> of the horizontal extent of the problem. The extent of the off-site exploration <br /> depends on the results of the initial investigation. <br /> 21. The initial investigation for the evaluation monitoring program has been <br /> completed. The results of the eight borings along the downgradient edge of the <br /> landfill showed that the water quality in the upper two water zones has been <br /> impacted. It was determined that the two zones are interconnected, or essentially <br /> one continuous zone. Further evaluation will include an investigation of the <br /> third water zone to determine if it has also been impacted. A time schedule for <br /> the completion of the evaluation monitoring program and implementation of a <br /> corrective action program is included in Provision C.17. <br /> CEQA CONSIDERATIONS AND OTHER LEGAL REFERENCES <br /> 22. The action to revise the waste discharge requirements (WDRs) for this landfill <br /> is exempt from the provisions of the California Environmental Quality Act (Public <br /> Resources Code Section 21000, et seq. ) , in accordance with Title 14, CCR, Section <br /> 15301. <br /> 23. The Board has adopted a Water Quality Control Plan, 2nd Edition, for the <br /> Sacramento River, Sacramento-San Joaquin Delta, and San Joaquin River Basins (5A, <br /> 5B, 501. This Order implements the water quality objectives stated in that Plan. <br /> Furthermore, this Order implements the prescriptive standards and performance <br /> goals of Subchapter 15, effective 27 November 1984. <br /> 24. The Board has notified the Discharger and interested agencies and persons of its <br /> intention to revise the WDRs for this facility. <br /> 25. In a public hearing, the Board heard and considered all comments pertaining t-o <br /> this facility and discharge. <br />
