WASTE DISCHARGE REQUIREMENTS FOR -7- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL FACILITY <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Waste Discharge and any technical documents that are needed to demonstrate <br /> continued compliance with these WDRs. <br /> 4. The Discharger owns 45 acres south of the North Fork of South Little Johns <br /> Creek. This land might be used for expansion of the existing landfill , but <br /> the City must satisfy the requirements of California Environmental Quality Act <br /> (CEQA) and submit a new Report of Waste Discharge to the Board before any <br /> waste could be discharged on this land. These WDRs do not permit waste <br /> discharge on the 45 acres. <br /> 5. The Discharger shall comply with Monitoring and Reporting Program No. 90-122, <br /> which is attached to and made part of this Order. <br /> 6. The Discharger demonstrated, through a detection monitoring program, that <br /> there has been a release from the landfill . Therefore, an evaluation <br /> monitoring program has been implemented. The Discharger shall submit a <br /> report, in accordance with the time schedule contained in Provision C.17, <br /> which includes the following: <br /> a. a detailed assessment of the nature and extent of the release from the <br /> landfill ; <br /> b. a detailed description of corrective actions measures that will be taken <br /> to achieve compliance with the water quality protection standard proposed <br /> for a corrective action program; and <br /> c. a plan for a water quality monitoring program that will demonstrate the <br /> effectiveness of the corrective action. <br /> 7. The discharger shall implement a corrective action program, in accordance with <br /> the time schedule contained in Provision C.17, to remediate releases from the <br /> landfill . In conjunction with the corrective action program, the Discharger <br /> shall establish and implement a water quality monitoring program which <br /> demonstrates the effectiveness of the corrective action program. Such a <br /> monitoring program shall be effective in determining the success of the <br /> corrective action program. <br /> 8. The Discharger shall maintain legible records of the volume and type of each <br /> waste discharged at each WMU and the manner and location of discharge. Such <br /> records shall be maintained at the facility until the beginning of the post- <br /> closure maintenance period. These records shall be available for review by <br /> representatives of the Board and of the State Water Resources Control Board <br /> at any time during normal business hours. At the beginning of the post- <br /> closure maintenance period, copies of these records shall be sent to the <br /> Regional Board. <br />
