WASTE DISCHARGE REQUIREMENTS FOR -2- <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> DESCRIPTION OF THE SITE <br /> 6. Land within 1000 feet of the facility is used for: agricultural and landfilling <br /> activities to the south; the Northern California Youth Center to the north; and <br /> the Pacific Energy methane gas recovery system on the east end of the site. <br /> 7. The soils immediately underlying the landfill are valley fill deposits consisting <br /> of Cretaceous to Quaternary sediments. The first 20 to 40 feet are silty clay <br /> (CL) and sandy or clayey silt (ML) . Below this is an interval of sands (SM, SC, <br /> and SW) down to approximately 55 or 60 feet. Below this are more of the silts <br /> and clays down to at least 80 feet. <br /> 8. The first water bearing formation is approximately 70 feet below the base of the <br /> WMUs. The hydraulic gradient is generally to the north/northeast. <br /> 9. The beneficial uses of ground water are domestic, municipal , and agricultural. <br /> 10. The facility receives an average of 14.22 inches of precipitation per year as <br /> measured at Austin Road Landfill between the years 1976 and 1986. <br /> 11. The 100-year, 24-hour precipitation event for the facility is 6.17 inches, <br /> 12. A 45-acre portion of the facility south of the North Fork of South Little Johns <br /> Creek is within the 100-year floodplain. However, a berm will be constructed <br /> around the area to a height at least three feet above the 100-year flood level <br /> and will prevent inundation or washout of waste management units (WMUs) due to <br /> floods with a 100-year return period. <br /> 13. Surface drainage is to the North Fork of South Little Johns Creek. <br /> 14. The beneficial uses of surface waters are domestic, agricultural supply, and <br /> ground water recharge. The beneficial uses of the North Fork of South Little <br /> Johns Creek are propagation and sustenance of fish and aquatic life; recreation; <br /> and esthetic enjoyment. <br /> OPERATION OF FACILITIES <br /> 15. The Discharger's current plans indicate that the existing Class III landfill <br /> facility will reach capacity, at the earliest, by the year 1995. The total <br /> capacity of the disposal site is 4,500,000 cubic yards. <br /> 16. The City has accepted, on a one time basis, approximately 20,000 cubic yards of <br /> digested sewage sludge from the City's wastewater treatment plant, and will accept <br /> approximately 5,000 cubic yards of this sludge on a yearly basis. The sludge is <br /> currently being stockpiled at the landfill . The sludge will either be used in the <br /> foundation layer of the final cover, or will be placed in a monof i l l separate from <br /> the municipal solid waste. <br />
