1. Hazardous/pathogenic nature of the material. <br /> 2 . Field permeability after application and compaction. <br /> 3 . Resistance to . heat and fire after application and <br /> compaction. <br /> 4. Compactibility of the material. <br /> 5. The ability of the material to control the <br /> 5 <br /> emergence, attraction, or harborage of vectors.4, <br /> (d) Based upon the results of the cover materials testing, <br /> a discussion of how the proposed material is expected to <br /> perform with regard to the functional criteria that have <br /> been ranked. <br /> (e) A discussion of past problems which may have been related <br /> to performance of the cover soils which have been used <br /> at the site and how the alternative cover would,-,either <br /> contribute to or help alleviate the problems. <br /> (f) An indication that the use of the proposed alternative <br /> cover will not have associated problems such as dust, <br /> odors and/or leachate generation. <br /> (g) If the proposed material has not been shown to meet all <br /> of the functional requirements, then measures must be <br /> offered to mitigate the areas of concern. <br /> 2 . A detailed description which includes site plans that show how <br /> the demonstration project will be conducted. Information <br /> should be provided for alternative cover material processing, <br /> storage, application and QA/QC. <br /> 3 . A commitment from the LEA to monitor the demonstration project <br /> for compliance with performance standards and to document the <br /> findings and report them to the Board. Minimum monitoring <br /> criteria are given in 14 CCR 17683 (a) . <br /> 4. Documentation showing that there is compliance with CEQA <br /> requirements. <br /> 5. A commitment from the operator to terminate the project on <br /> its own initiative, or at the direction of either the LEA or <br /> the Board staff, if the material does not perform as expected <br /> during the test phase. <br /> If the LEA and Board staff find that the material tested , can., <br /> function as a suitable daily cover alternative, the operator <br /> , <br /> be required to file an amended Report of Disposal Site Information6 <br /> and an application for revision of the permit.7 The proposeid.."*r- <br /> material can be used as an alternative cover on a non-experimental : � ,"'-,. : <br /> basis following revision of the permit. <br /> 2 <br /> 5/17/90 <br />
