My comments on this document follow. Please note that <br /> some of these comments are repeated from the Board's comments dated <br /> July 7, 1991 on the earlier RDSI. <br /> Report of Disposal Site Information (RDSI) <br /> - In order to exceed the permitted tonnage additional CEQA review <br /> is required. <br /> - The Hours of Site Operation section should include the annual <br /> spring clean-up hours, and be consistent with the permit. <br /> - The load checking program should include the Generator ID No. <br /> - Page 4 of the amendment section references Attachment 2 for the <br /> map title "Expanded Initial Study". Attachment 2 is a letter. <br /> - 14 CCR 18222 (d) requires that the RDSI include a general <br /> location of the proposed disposal site shown on a map of at <br /> least the scale size equivalent to a 1:24,000 USGS topographical <br /> quadrangle. Such maps shall show points of access to the site. <br /> The map intended to meet this requirement is not clear. <br /> 14 CCR 18222 (e) and (f) requires that the RDSI include a plot <br /> plan to identify and show distances to all structures. The plot <br /> plan must be drawn to scale. If the disposal area is not the <br /> entire site, setback areas and other areas not to be used for <br /> disposal are to be shown. <br /> The RDSI goes on to state that the 45 acres south of the creek <br /> will have additional disposal capacity. The current Waste <br /> Discharge Requirements (WDRs) limits disposal only to the 135 <br /> acres north of the creek. The RDSI should include language <br /> stating that, prior to discharging waste into this area, <br /> appropriate documents will be submitted. <br /> --Printed on Recycled Paper-- <br />
