STATE OF CALIFORNIA Pete Wilson,Governor <br /> CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br /> 1020 Ninth Street,Suite 100 <br /> Sacramento,California 95814 <br /> RECEIVED <br /> OCT 0 71991 OCT 0 9 1991 <br /> MVIRONMENTAL HEALTH <br /> PER m I T/SERVIC'ES <br /> Mr. Robert Evans <br /> Water Resources Control Engineer <br /> CA Regional Water Quality -Control Board <br /> 3443 Routier Road, Suite A <br /> Sacramento, CA. 95827-3098. <br /> RE: Austin Road Landfill - File no. 39-AA-0001 <br /> Corrective Action Plan - Received September 3, 1991 <br /> Dear Mr. Evans: <br /> A cursory review has been made of the above noted document by the <br /> Corrective Action staff of the California Integrated Waste <br /> Management Board (CIWMB) with a primary focus on the condensate <br /> return issue, which -is of particular interest to the CIWMB at the <br /> Austin Road landfill. <br /> The following comments are offered for your consideration in <br /> regard to on going corrective action work at the Austin Road <br /> Landfill. <br /> 1. The corrective action plan does , not mention the possibility <br /> of diverting gas condensate to the planned groundwater <br /> treatment process. This concept should be made an integral <br /> part of the corrective action planning process. <br /> 2. There is no consideration of landfill gas condensate in the <br /> recommended pilot testing for the groundwater treatment <br /> process. If the City of Stockton does divert landfill gas <br /> condensate to the ground water treatment system, pilot <br /> testing and final design of the selected treatment system <br /> must take into account. possible effects of landfill gas <br /> condensate. <br /> 3. one of the condensate traps is located just outside the <br /> security fence around the power generation plant. This trap <br /> does not appear to be connected to the condensate return <br /> system from the gas purification system and therefore is <br /> returning contaminated condensate to an area where there is <br /> no buried waste. This would appear to be a clear violation <br /> of the current waste discharge requirements for the landfill <br /> gas condensate in that the injection point is located <br /> outside the landfill buried waste foot print. <br /> Printed on Recycled Paper— <br />
