San Joaquin Street Stockton , CA 95201 RE: Winterization Plan for Austin Road Sanitary Landfill Mr . Ed Padilla : The following Winterization Plan is submitted for review. I . LOCATION AND DESCRIPTION OF WINTER DISPOSAL SITE The location of the disposal area will be between stations 21+00 and 23+00 as shown on the topographic base map . The amount of waste to be received is based on a projected scale volume of waste of 44 , 000 tons for the 1990/91 seasonal duration of 4 months . THe waste fill volumes have been compiled by using 15 foot lift above existing grades with side slopes of 3 : 1 and a 3% grade slope . If sufficient space is not available for the duration period , we have an alternate winter pad located at station 34+00 and can use the same access road . II . WINTERIZATION PAD AND ACCESS ROAD The pad is made up of a concrete and asphalt chip base approximately 4 feet thick with a 6" asphalt top layer . The dimensions of the pad are 200X100 feet and it provides sufficient maneuverability for vehicle travel and unload- ing operations . The access road is asphalt and 20 feet wide . It provides vehicles access to and from the winter pad . III . DRAINAGE WE have an intermediate grading plan which was submitted and approved on 9/21/90 by the State Water Quality Control Board . With the 3% grade slope and the 3 : 1 side slopes , the storm water will drain off the top of the landfill to the toe . IV. BORROW STOCKPILE We have a 2 , 000 cubic yard stockpile adjacent to the winter dumping area . If more is needed , we will replenish it during periods of dry weather . V.
