Box 2009 (1601 East Hazelton Avenue) • Stockton, California 95201 !FgR`
(209)468-3400
August 10, 1990
City of Stockton
Community Development Department
Planning Division
6 East Lindsay Street
Stockton, California 95204
Re: Expanded Initial Study, Austin Road Sanitary Landfill, 5 -Year
Permit Revision, Initial Study File #1525-90
San Joaquin County Public Health Services has the following
comments concerning the Expanded Initial Study:
1. The 1987 Report of Waste Discharge and the November 1988
Report of Disposal Site Information state that the site
accepts 3600 cubic yards per year of infectious waste, yet
infectious waste is not addressed in section 1.1, Project
Description. Whether this site plans to continue accepting
infectious waste or not, the issue needs to be addressed.
2. Paragraph 3 of section 1.1, Project Description, states that
the site will accept 20,000 cubic yards of sludge on a one
time basis. Is this in addition to the sludge that is already
being stored on site? Who has determined that the sludge is
not contaminated, and what criteria defines contamination?
3. No mention is made of a hazardous waste storage cabinet on
site. How will materials such as used batteries,
containerized paints, and solvents, etc. be isolated until
they can be removed from the landfill?
4. The Initial Study stated that recycling or salvaging is not
occurring at the site. Please state the future plans of these
operations.
5. How will the acceptance of 1200 tons per day of waste which is
more than double the 512 tons per day now being accepted
impact the remaining site life? Will the cumulative impacts
change?
6. What corrective measures will be taken to remediate any ground
water contamination problems?
A Division of San Joaquin County Health Care Services
