EL DORADO STREET <br />STOCKTON, CA 95202-1997 <br />July 30, 1993 <br />Mr. Anthony Mendes, Permit Service Manager <br />San Joaquin Valley Unified Air Pollution Control District <br />Northern Region <br />4230 Kiernan Avenue Suite 130 <br />Modesto, CA 95356 <br />AUSTIN ROAD LANDFILL GROUNDWATER REMEDIATION PROJECT - <br />Application # N-3057-1-0 <br />We are in receipt of your letter dated July 27, 1993, stating that <br />our application appears to be complete for the above subject <br />project. This is a Regional Water Quality Control Board -mandated <br />project. It is a project that is necessary to protect human health <br />and the environment. We, therefore, request that processing of the <br />application be given the highest priority possible. <br />We further request that permission be granted to start construction <br />of the initial phase of this project on August 9, 1993. Our reasons <br />for making this request are as follows: <br />1. On July 23, 1993, a contract for this project was executed <br />with Russell Mechanical of Rancho Cordova, CA. <br />Under the attached Construction Contract; paragraph 1 (f) <br />states "To begin work within ten (10) days after this <br />contract has been approved by the City Attorney of the City <br />of Stockton and to diligently prosecute the work to <br />completion before the expiration of SIXTY (60) working <br />days from date of said approval by the City Attorney." <br />2. Permit Application for this project was made on January 19, <br />1992 but could not be completed because the contractor and <br />equipment specifications were unknown at that time. <br />3. Part of this project involves working within Little Johns <br />Creek and under the State Reclamations Board permit no work <br />is permitted in the creek area after November 1, 1993 to <br />April 15, 1994. <br />4. Permit from the State Fish and Games expires on October 23, <br />1993. Other permits were required from the Corp of Engineer <br />and the State Reclamation Board as well as the State Water <br />Quality Control Board. <br />PP <br />
