Considering these unique circumstances, the City of Stockton <br />will accept "Lead Agency" role for the purpose of compliance <br />with the California Environmental Quality Act (CEQA) <br />requirements related to the proposed 5 -year permit revision <br />application for both landfill sites. Procedurally, the <br />Public Works Department will be the "originating department" <br />for the preparation and submittal of the 5 -year permit <br />application and related environmental documentation. The _ <br />Community Development Department/Planning Division will <br />advise the Public Works Department and/or their consultants <br />in the preparation of a Proposed Negative Declaration - <br />Expanded Initial St y (PND/IS) for the subject proposal and <br />will coordinate the processing and public review of said <br />environmental document. The Community Development <br />Department will hold a public "Environmental Review Meeting" <br />following the 30 -day public review period on the "PND/IS" <br />and make a recommendation that the City Council approve a <br />Negative Declaration or require an EIR for the project. <br />This recommendation will be transmitted to the Public works <br />Department who will be responsible for transmitting the <br />recommendation to the City Council for final action prior to <br />or in conjunction with the request for authorization to file <br />the 5 -year permit revision applications with appropriate <br />agencies. <br />If you need any additional information regarding this matter, <br />please contact Associate Planner Mike Niblock of the Planning <br />Division at 8310. <br />eNCAR ON, DIRECTOR <br />COMMUNITY DEVELOPMENT D_... <br />cc: Planning Division <br />
