In your February 25 letter, you said you were disappointed we hadn't started collecting samples for the ERWQA sooner. You said you told us at the June 12, 1992 meeting in your office how important it was that we complete the ERWQA quickly. You also asked us to do whatever we could to begin sampling so that the ERWQA report could be submitted by November 1, 1993. You're right about the June 12, 1992 meeting. You did impress upon us the importance of completing the ERWQA quickly. We heeded your advice and had EMCON Associates prepare a work plan for doing the ERWQA. We submitted the work plan to you on November 12, 1992 and asked that you approve it soon so that we could make arrangements to carry it out (see attached letter). In talking to you on the phone on February 23 you apparently thought you gave us verbal approval to go ahead with the work plan some time ago. As I told you, the reason we didn't proceed with the ERWQA was because we had not received your approval of the work plan. I'm sorry about the misunderstanding. Our plan now is to sample Little Johns Creek within the next month. We will analyze the water for the 11 constituents proposed in the work plan. Since these constituents include all the constituents we are required to monitor Little Johns Creek for under the monitoring program we will be able to collect data for both the ERWQA program and the monitoring program at the same time.
