Mr. Ed Padilla <br />January 28, 1993 <br />Page Two <br />As an initial step in this process, Pacific Energy is proceeding with the redesigning <br />of its collection system to eliminate the need for leach lines while still preserving the ability <br />to collect the otherwise vented landfill gas. This redesigning will incorporate a system that <br />uses pump -back traps and gravity to collect the field condensate and pump it to a central <br />storage/processing area. The majority of the work on the collection system is anticipated <br />to be completed by June, 1993. <br />We believe that the proposal noted above is both reasonable and cost effective. <br />This is due to the relatively small volumes of condensate being generated, the fact that <br />water is being used anyway to control dust on the landfill, and that typically the majority <br />of water used as dust control will evaporate to the atmosphere. Therefore, we are <br />proceeding with obtaining the necessary approvals from the pertinent regulatory agencies. <br />In keeping with this, we would appreciate your written approval of our preferred disposal <br />method.
