Box 2009 Stockton, California 95201 October 19, 1992 Subject: Gas Condensate Sampling at the Austin Road Landfill Dear Ed: It was a pleasure meeting with you and Jerry Wickes on October 13, 1992 to discuss our progress in discontinuing the return of landfill gas condensate to the Austin Road Landfill. During that meeting, we also discussed the memorandum issued by Tim Crist of the California Integrated Waste Management Board (CIWMB). In reply to Mr. Crist's letter, I would like to address each of his comments individually: 1. The condensate was not fully characterized by the 24 March 92 and the 19 June sampling events for all STLC and TCLP hazardous constituents. Reply: By the agreement referenced in my letter of July 29, 1992 between Jerry Wickes and myself, the two samples referred to above were submitted only to show the general characteristics of the condensate and bridge the time period between the October, 1991, STLC and TCLP tests. They were never intended to fully characterize the condensate in accordance with an STLC or TCLP test. Therefore, no additional work is required. 2. All compounds listed as STLC's and TCLP's and not tested for (marked NR) should have an individual explanation why the test was not performed. Reply: Upon review of the October, 1991 results with the Weston Lab responsible for the testing, it appears that the items marked "NR" were inadvertently not tested for, even though a TCLP was specifically requested on our purchase order. Therefore, we will rerun and resubmit the landfill gas condensate test by November 30, 1992.
