March 30, 1992 <br />TO: Attendees- Austin Road Landfill Meeting at RWQCB, <br />Sacramento <br />FROM: Mike Miller, City of Stockton <br />SUBJECT: Minutes of March 11 1992 Meeting Concerning Austin Road <br />Landfill Remediation Project <br />Below is a summary of the major issues we discussed at the meeting <br />on March 11, 1992. If any of this differs from your understanding <br />of what transpired, I would appreciate you letting me know as soon <br />as possible. <br />1. Groundwater Treatment Plant Design Parameters: Bill Marshall <br />said he would like to see the analysis which was done to establish <br />the treatment system design efficiency parameters. Mark Thomas <br />(EMCOM) said EMCON has that information available would send it to <br />the regional board. <br />2. NPDES Permit: Wayne Pierson (RWQCB- NPDES SECTION) said his <br />section was overloaded with work and short of staff and as a result <br />would not be able to review the Austin Road Landfill NPDES permit <br />application immediately. Wayne said Pat Leary of his staff would be <br />working on the application when she could get to it. <br />Mr. Pierson also asked if the water being treated contained metals. <br />Mark Thomas (EMCON) responded that since it was ground water, <br />metals were present. Mr. Pierson subsequently mentioned that the <br />NPDES permit would likely contain stringent (low) limits for metals <br />as well as for the organic compounds. The subject of the Fish and <br />Game Department's involvement in the permitting process was <br />discussed. Wayne said that Fish and Game would have an opportunity <br />to comment on the remediation project during the NPDES permit <br />review process. <br />3. Capture Zone Analysis: Bill Marshall asked if EMCON had done a <br />capture zone analysis as part of their work on the Remediation <br />Project. J.C. Isham (EMCON) said although EMCON did not do <br />groundwater modeling, they did do a capture zone study which showed <br />the pumping cone of dispression would encompass the width of the <br />plume at the downgradient edge of the landfill. Mr. Marshall said <br />that the arithmetic approach used to predict the capture zone was <br />acceptable and that confirmation of the capture zone would be based <br />on future ground -water monitoring. <br />4. Landfill Gas (LFG) Condensate Disposal: Tim Christ (CIWMB) said <br />the new Federal landfill regulations prohibit return of LFG <br />condensate to landfills starting in 1993. Tim said his agency would <br />like to see progress made toward eliminating return of LFG <br />condensate at Austin Road landfill. The City of Stockton informed <br />Mr. Christ that an addendum to the NPDES permit was being prepared <br />to allow for future treatment of the condensate using the ground- <br />water treatment system. However, implementation of condensate <br />treatment would not occur in the near future. Rather, that Pacific <br />
