. 1
November 13, 1991
Mr. Ed Padilla
Senior Environmental Health Specialist
San Joaquin Local Health District
445 N. San Joaquin Street
Stockton, CA 95201
Nov I
EXVIlGI'WENTAI_ HEALTH
PERMIT/SERVICES
8 1011
WINTERIZATION PLAN FOR AUSTIN ROAD SANITARY LANDFILL
The following Winterization Plan is submitted for review:
LOCATION AND DESCRIPTION OF WINTER DISPOSAL SITE
The location of the disposal area will be between Stations 34+00 and 30+00 as shown on the topographic base
map. The amount of waste to be received is based on a projected scale volume of waste of 44,000 tons for the
1991/92 seasonal duration of 4 months. The waste fill volumes have been compiled by using 15 foot lift above
existing grades with side slopes of 3:1 and a 3 % grade slope. If sufficient space is not available for the duration
period, we have an alternate winter pad located at Station 21 +00 and can use the same access road.
II. WINTERIZATION PAD AND ACCESS ROAD
The pad is made up of a concrete and asphalt chip base approximately four feet thick with a six-inch asphalt top
layer. The dimensions of the pad are 200 X 100 feet and it provides sufficient maneuverability for vehicle travel
and unloading operations. The access road is asphalt and is 20 feet wide. It provides vehicles access to and from
the winter pad.
III. DRAINAGE
We have an intermediate grading plan which was submitted and approved on September 21, 1990, by the State
Water Quality Control Board. With the 3% grade slope and the 3:1 side slopes, the storm water will drain off
the top of the landfill to the toe.
IV. BORROW STOCKPILE
We have a 12,000 cubic yard stockpile adjacent to the winter dumping area. If more is needed, we will replenish
it during periods of dry weather.
V. SUMMARY
This Winterization Pl is designed to provide continual and uninterrupted service for the winter of 1991/92, with
prop r drainage re s space, and cover material in mind.
Phil Giambastiani Phillip isperos
President, Gambi Enterprise Sr. Engineering Technician
PW -SW DIV., City of Stockton
PG:PN:sg
cc: Steve Chen, City of Stockton
Robert Evans, RWQCB
