Mr. Stephen Chen <br />March 1, 1991 <br />Page 2 <br />was allowable under the operating permit issued for the <br />landfill gas recovery project. John Boss volunteered to <br />discuss this issue with Don Dier of the ClWMB. (Note: <br />John Boss discussed this with Mr. Dier during the week of <br />February 18. Mr. Dier believed this should not be a major <br />permit issue, but also stated that the enforcement division <br />would have to rescind the violation notice.) <br />2. John Boss volunteered to hand deliver to the CIWMB a <br />copy of the city of Stockton's certification of completion of <br />the negative declaration; resolution passed by the city <br />council, and responses to comments prepared by <br />EMCON. (Note: this has been done.) <br />3. City of Stockton representative Stephen Chen will take the <br />mitigation factors prepared by EMCON and convert them <br />into a mitigation measures monitoring plan for submittal to <br />the local enforcement agency (LEA). (Note: John Boss <br />provided assistance to Mike Miller and Stephen Chen <br />regarding this on Friday, February 22, 1991.) <br />4. The city of Stockton agreed to notify the LEA that the re- <br />ceipt of 5,000 cubic yards of digested sewage sludge was <br />no longer a part of the permit revision. <br />5. Ed Padilla agreed that with the submittal of the California <br />Environmental Quality Act documentation that the permit <br />application was now complete. Stockton's application of <br />April 1990 would be the basis for the permit revision <br />request, and the LEA would notify the city that the <br />application was now considered complete. <br />6. Ed Padilla agreed to begin the process of writing a draft <br />revised permit for review by the city. Mr. Padilla was not <br />able to give an estimate of when the draft might be avail- <br />able for review, but did indicate that it would be a high pri- <br />ority item. <br />7. The city of Stockton, by letter of transmittal, would submit <br />the November revisions to the report of disposal site <br />information to the LEA. <br />Mn�� <br />
