I am enclosing several letters which provide <br />background information on the City of Stockton's request for permit modification <br />for the Austin Road Landfill. <br />The Local Enforcement Agency (LEA) has agreed to let the City of Stockton <br />accept up to 512 tons per day using 1977 daily tonnage figures. The LEA has <br />directed the City of Stockton to close the landfill gates once those tonnages have <br />been reached. The City of Stockton has requested a permit modification to allow <br />a modification of the waste stream up to the tonnage forecast in the 1977 Report <br />of Disposal Site Information. <br />The City of Stockton has attempted to resolve this issue through the normal <br />channels with the LEA and CWMB staff. The City of Stockton has repeatedly <br />questioned the basis for the 512 tonnage figure and has not received a <br />satisfactory response. <br />The City of Stockton has taken steps to close the landfill gates to commerical <br />accounts once the daily tonnage limitation has been reached. The City of <br />Stockton has been informed that San Joaquin County facilities cannot accept the <br />diverted wastes, as the County facilities would exceed their daily tonnage limits <br />by doing so. <br />The City of Stockton would like the opportunity to formally take its case before <br />the CWMB's December 1989 meeting.
