M •� <br />MONITORING AND REPORTING PROGRAM <br />FOR CITY OF STOCKTON <br />AUSTIN ROAD LANDFILL FACILITY <br />CLASS III LANDFILL <br />SAN JOAQUIN COUNTY <br />"M6 1-1 1 - ,t I <br />Monitoring Points (including background) for corrective action monitoring and evaluation <br />monitoring shall be those listed in this Monitoring and Reporting Program and shown on <br />Attachment B. <br />4. Points of Compliance <br />-14- <br />The Points of Compliance shall be those listed in this Monitoring and Reporting Program and <br />shown on Attachment B. <br />Downgradient shallow point of compliance wells: MW -1 and MW -4 <br />Downgradient deep point of compliance wells: MW -6 and MW -7 <br />Downgradient of extraction wells: EW -1 and EW -2 <br />5. Compliance Period <br />The Compliance period is the number of years equal to the active life of the MSWLF plus the <br />closure period. Each time the Water Quality, Protection Standard is exceeded (i.e., a release <br />is discovered), the MSWLthegins a 'Compliance Period on the date the Board directs the <br />Discharger to begin an Evaluation Monitoring Program. If the Discharger's Corrective Action <br />Program (CAP) has not achieved compliance with the Standard by the scheduled end of the <br />Compliance Period, the Compliance Period is automatically extended until the MSWLF has <br />been in continuous compliance for at least three consecutive years. <br />The Discharger shall implement the above monitoring program on the effective date of this Order. <br />Ordered by:_ SL a <br />WILLIAM H.
