r
STATE OF CALIFORNIA - Environmental P Agency PETE WILSON, Govemor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION "
3443 Routier Road, Sude A ---
Sacramento, CA 95827-3098 a$
PHONE: (916) 255-3000 S
FAX: (916) 255-3015 'S
aeun
Karen M. Patche
Real Estate Officer
Department of General Services
Office of Real Estate and Design Services
400 R Street, Suite 5000
Sacramento, CA 95814
This is in response to your letter of 14 February 1996 regarding the status of the ground water
contaminant plume originating at the Austin Road Landfill. Your questions and our responses are as
follows:
46
1. Is the City's assumption that the landfill plume has not reached SSL 357-3 acceptable to the
RWQCB? Is the RWQCB satisfied the evidence provided by the City in regards to the State's
agricultural well?"
We are not satisfied with the City's determination that MW -14 is indicative of ground water
conditions beyond the edge of the contaminant plume. Both wells MW- 12 and MW -14 have
been tested and found to be free of volatile organic compounds (VOCs). The possibilities are as
follows:
(A) Since wells 12 and 14 did not detect landfill contaminants, there may be a separate
contaminant source supplying the State's agricultural well and the domestic well on the
east side of Austin Road.
(B) The pollutant plume has passed around or below wells 12 and 14 and reached other
wells to the northeast.
(C) Contaminants are actually present in wells 12 and 14, however sampling and
subsequent analysis did not detect contaminants. Additional sampling is needed to
demonstrate that contaminants are not present.
In order to verify the existing sampling results and assist in determining which of the above
scenarios is correct, we plan to conduct additional sampling and analysis to verify the results to
date.
