Mr. Stephen Chen
Page 2
issued a letter dated August 11, 1995, which is in error and
is now null and void. A separate letter, addressing
concerns with the DRAFT document resulting from our courtesy
review, will be forwarded in the near future.
2. Please submit, within 4 weeks of the date of this letter, a
schedule for accomplishing the following tasks:
a. Date for securing a revised contract with Pacific
Energy for maintaining and installing gas control
facilities for the expansion project.
b. Schedule for the installation of additional gas
monitoring probes to determine whether or not gas is
migrating across site boundary's.
C. Schedule for responding to CIWMB and LEA comments.
3. Figure 2, Land Use Map - Submit a revised land use map which
shows the current zoning and existing structures within a
one mile radius of the landfill boundary on a D size (24" x
3611) drawing in accordance with 14 CCR Section 18261.3.
4. Describe any procedures or plans you have in place for
decanting the residual water in the sedimentation basin
between storm events.
5. Provide cross sections and volume calculations which
demonstrate there is sufficient material in the soil
permeamability study area (Exhibit D) to provide final cover
material as well as daily cover. Describe operational
procedures that will be taken to insure that there will be a
sufficient amount of acceptable clay material for the
barrier layer set aside or stockpiled for the final cover.
6. Closure cost estimates should include the cost of
constructing a test pad and conducting appropriate quality
assurance tests on the test pad in accordance with 14 CCR
Section 17774.
7. Provide additional information to demonstrate the quantity
of soil amendments and fertilizer will be adequate to
sustain a vegetative cover. Also consider the feasibility
of preparing a demonstration plot to verify that the sterile
soil being produced from the on site borrow areas can be
treated to sustain a vegetative cover.
If you have any questions regarding the review process please
contact me at (916) 255-3838. For questions regarding the
financial mechanism, please call Allison Reynolds of the
Financial Assurances Section at (916) 255-4066.
