Wilson, Governor <br />e4 <br />Works Solid Waste Divisio 0 <br />11�119S <br />Re: Completeness of Preliminary Closure and Postclosure <br />Maintenance Plans for Austin Road Landfill, San Joaquin <br />County, Facility No. 39 -AA -0001 <br />Dear Mr. Chen: <br />On June 5, 1995, the California Integrated Waste Management <br />(CIWMB) received revised Preliminary Closure and Postclosure <br />Maintenance Plans (Plans) for the above facility. These <br />materials included: Preliminary Closure and Postclosure Plan, <br />Austin Road Landfill, (2 copies) dated May 1995. <br />Based on review for completeness, the Preliminary Plans are <br />deemed complete and acceptable for filing. <br />Based on review by the Board's financial assurances section, the <br />financial assurances mechanism meets the requirements of Title <br />14, California Code of Regulations (14 CCR), Division 7, Chapter <br />5, Article 3.5, Section 18285. <br />Pursuant to 14 CCR Sections 18270 and 18271, detailed review and <br />approval of closure postclosure maintenance plans is required by <br />the Board, the Solid Waste Local Enforcement Agency (LEA), and <br />the Regional Water Board to ensure consistency with the <br />applicable requirements of 14 CCR and 23 CCR. The Board acts as <br />coordinator for the review and approval pursuant to 14 CCR 18271. <br />Pursuant to 14 CCR 18271, the LEA and the Regional Water Quality <br />Control Board have until August 7, 1995 to provide the Board with <br />review comments on the above noted plans. <br />If you have any questions regarding the review process please <br />contact me at (916) 255-3838.
