C <br />MONITORING AND REPORTING PROGRAM <br />FOR CITY OF STOCKTON <br />AUSTIN ROAD LANDFILL FACILITY <br />CLASS III LANDFILL <br />SAN JOAQUIN COUNTY <br />11 <br />Solid Waste Monitoring Program <br />Nonhazardous Solid Waste Monitoring <br />M <br />The Discharger shall monitor all wastes discharged to the Class III landfill modules on <br />a monthly basis and report to the Board as follows: <br />Reporting <br />Parameter Units Frequency <br />Quantity discharged cubic yards or tons Quarterly <br />Type of material discharged --- Quarterly <br />Source(s) of material discharged --- Quarterly <br />Minimum elevation of discharge feet & tenths MSL Quarterly <br />Capacity of landfill/module remaining percent Annually <br />Evaluation Monitoring Program <br />The Discharger shall collect and analyze all data necessary to assess the nature and <br />extent of the release from the landfill. This assessment shall include a determination <br />of the spacial distribution and concentration of each COC throughout the zone affected <br />by the release. In conjunction with the assessment the discharger shall monitor ground <br />water to evaluate changes in water quality resulting from the release. Based on the <br />data collected the discharger shall evaluate the effectiveness of the corrective action <br />program. <br />For each monitored medium. all Monitoring Points assigned to evaluation monitoring <br />and/or corrective action and all Background Monitoring points shall be monitored once <br />each calendar quarter for the Monitoring Parameters listed in this Program. The <br />Discharger shall report. in writing, to the regional board on the effectiveness of the <br />corrective action program. The Discharger shall submit these reports at least semi- <br />annually. <br />For any given monitored medium, a sufficient number of samples shall be taken from <br />all Monitoring Points and Background Monitoring Points to satisfy the data analysis <br />requirements for a given Reporting Period, and shall be taken in a manner that ensures <br />sample independence to the greatest extent feasible. <br />
