Box 388 <br />Stockton, CA 95201-0388 <br />LEACHATE CONTROL AT AUSTIN ROAD LANDFILL <br />r i 07 <br />The purpose of this letter is to object to the May and June monthly inspection reports for the Austin <br />Road Landfill. Both of these inspection reports note a violation of the State's minimum standards <br />for leachate control. It is the position of the City of Stockton that no violation for leachate control <br />exists at the Austin Road Landfill. <br />According to the California Integrated Waste Management (Waste ) Board's inspection guide for <br />landfills, LEA Advisory #20, a violation for leachate control will exist if - <br />"(a) the inspector observes liquid that has percolated through waste and flowed <br />beyond the permitted boundary of the site, or <br />(b) leachate management practices result in nuisances, vector problems, or contact <br />of leachate with humans." <br />Neither of these two situations exist at the Austin Road landfill. Attached are pictures taken of the <br />area in question on May 9th, the day of the May inspection, and on June 10th, which was the <br />i�ionday following the Friday, June 7th inspection. As can be seen in the pictures, there are only two <br />to three small areas where leachate seepage has caused the dirt to appear damp. There is no leachate <br />flow. In addition, no vector problems have been noted and the possibility of human contact with <br />leachate is remote. <br />It should also be noted that on the same day of the May inspection, May 9th, Arnold Inouye of the <br />Regional Water Quality Control Board was also onsite and conducted an inspection. Based on <br />discussions in the field and over the phone, Mr. Inouye stated that there was not a problem with <br />leachate control at the Austin Road Landfill. When asked for a copy of his inspection report Mr. <br />Inouye stated that the only time he writes a report is when there is an issue that must be addressed, <br />but since he saw no problems at the Austin Road Landfill, no report needs to be written. <br />"STOCKTON ...
