Provision No. 5 of Order No. 94-303 requires the City to implement a monitoring program to <br />evaluate the effectiveness of the CAP in controlling the spread of the landfill pollutant plume. <br />On April 12, 1995 PCE, TCE, Dichlorodifluoromethane, and 1, 1, Dichloroethane was detected in <br />plume detection well, MW -13. MW -13 is located directly north of the landfill, about 1,500 feet <br />from the landfill's northern boundary. MW -13 was retested on May 24, 1995. Retest results <br />confirmed the presence of PCE and TCE. A "trace" of TCE was found in the MW -13 retest <br />sample and 2.0 ug/1 of PCE was also detected. <br />On July 11, 1995, new plume detection well MW -14 was sampled for the first time. MW -14 was <br />sited northeast of the landfill, midway between MW -12 and MW -13. Its purpose is to detect <br />movement of the landfill plume toward the State agricultural well down gradient from the <br />landfill. Only a "trace" of acetone was detected in the MW -14 sample. Acetone is not a known <br />constituent of the landfill plume. <br />Third quarter sampling (July 11, 1996) of deep well MW -6 revealed the presence of traces of <br />toluene and xylene. Also, traces of toluene and ethylbenezene were found in MW -12. Retesting <br />of these wells on October 6, 1995 showed no VOCs. <br />As of the end of 1995, the landfill plume appears to have affected MW -13. The City continues to <br />closely monitor MW -12 and MW -14 for evidence of landfill impact. <br />Provision No. 11(a) of Order No. 94-303 requires the City to submit a Preliminary Closure and <br />Postclosure Maintenance Plan for the existing landfill by March 15, 1996. The City submitted <br />this report on February 2, 1995. Provision No. 11(c) of Order No. 94-303 requires the City to <br />submit an amended Report of Waste Discharge (ROWD) for the landfill expansion. The City <br />submitted an amended ROWD on July 20, 1995. Regional Board staff certified the ROWD <br />complete on February 1, 1996. <br />With respect to Constituent Concentration Limits, provision No. 11(d) required submittal of <br />concentration limits for the constituents listed in Monitoring and Reporting Program No. 94-303 <br />by December 15, 1996. Concentration limits were recalculated in the fourth quarter of 1995. <br />Revised concentration limits are contained in the report, "Statistical Evaluation of Groundwater <br />Monitoring Data, Fourth Quarter 1995" (EMCON, 1/22/96). <br />"I certify under penalty of law that I have personally examined and am familiar with the <br />information submitted in this document and all attachments and that, based on my inquiry of <br />those individuals immediately responsible for obtaining the information, I believe that the <br />information is true, accurate, and complete. I am aware that there are significant penalties for <br />submitting false information, including the possibility of fine and imprisonment." <br />
