E1 Dorado Street <br />Stockton, CA 95201 <br />Re: Alternative Daily Cover Report for Austin Road Landfill Permit <br />#39 -AA -0001 Demonstration Project Final Evaluation <br />The Alternative Daily Cover (ADC) Demonstration Project, using the <br />Covertech C-440, for Austin Road Landfill, has been completed. The <br />project began in October of 1993 and was extended to June of 1995, <br />due to a poor Winter performance in 1994. After review of the <br />information available and recommendation of staff, the ADC project <br />has been given a conditional approval. <br />The conditional approval is based on the poor performance during <br />the wet Winter months. Austin Road Landfill will be allowed to use <br />the Covertech C-440 ADC for the dry season only, (April 1, through <br />the first rain after November 1). The wet weather or Winter shall <br />begin with the first rain after November 1, of each year and <br />continue through the end of March. The use of portable litter <br />fences adjacent to the active face and the placement of more <br />permanent litter fences in strategic locations around the landfill, <br />along with litter crews, are important parts of the ADC project. <br />This will be required in the implementation of the final approval <br />of this ADC project. <br />If you have any question please call Steven Mindt, Sr. REHS, at <br />(209)468-0343, of my staff. <br />Ernest M.
