Yffflu ** UTIGIO * TOR WN 75-sm 4 5 04TV VVW P <br />Since March 2, 1995, the date of the last monitoring report, the <br />extraction and treatment facility operated intermittently until May <br />19, 1995, when the 20 horsepower pump motor shorted out and <br />required repairs. Since then, other start-up problems arose <br />requiring the plant to be inoperable until September 29, 1995 when <br />the plant resumed operations. We are hopeful that all startup <br />problems have now been resolved and the system will operate with <br />minimal down time. To date, over 53,600,000 gallons have been <br />treated through the system. <br />Some of the problems that have occurred with the treatment plant <br />are as follows: <br />1. The 20 horsepower motor had to be repaired and pump housing <br />modified to cool the pump motor, per recommendation by the <br />pump contractor. <br />2. 7.5 horsepower pump also had to be modified. <br />3. Electrical motor starter for both 7.5 HP and 20 HP pump motor <br />needed to be replaced. <br />4. Water leak in 411 water main had to be repaired due to failure <br />at pipe joint. <br />5. Acid tank had to be modified to properly vent acid vapors from <br />the system. <br />6. The Remote Telemetry Unit failed due to defective resistor and <br />wiring. I <br />7. Water level transducers used to determine water depth <br />malfunctioned. <br />Quarterly monitoring results, CRWQCB Order No. 92-143 - Waste <br />Discharge Requirements (NPDES No. CA0082911) were not available for <br />the first three quarters of 1995 due to the start-up problems noted <br />above. <br />The City has retained EMCON to operate and maintain the treatment <br />system for the first six months of routine operations. <br />
