Marshall, [hie[ Waste Discharge to Land Unit <br />California Regional Water Quality Control Board <br />Central Valley Region <br />]44]RoutierRoad, Suite A <br />Sacramento, CA 95827-3098 <br />PROPOSED ENFORCEMENT ORDER FOR AUSTIN ROAD LANDFILL <br />This is in response to your February 23. 1995 letter in which you said you were going to issue <br />an enforcement order requiring the City tocomplete the following three tasks: <br />Task I'Fully implement the Austin Road Landfill Corrective Action Program. <br />Task 2 - Define the nature and extent of the groundwater pollutant plume. <br />Task 3'Comply with the requirements ofMonitoring and Reporting Program No. 92'143' <br />You asked the City to propose milestones for completing these tasks by April l. 1995. <br />Here is our response to each of the three tasks you propose for the enforcement order: ' <br />Task J: Fully implement the Austin Road Landfill Corrective Action Program. The groundwater <br />treatment plant is up and running again. Hovvever, itistrue xve haven't been able to keep it <br />running consistently since we started it up in August, 1994. We've had a multitude of problems <br />with it. Although we've treated over 23 million gallons of water, the plant has been down a <br />large part ofthe time. Some of our major problems include: <br />Scaling in the discharge piping. <br />Acid vapor emissions from the hydrochloric (HCl) acid tank eroding equipment and <br />conduits. <br />Malfunctions with some of the electrical and mechanical equipment. <br />High water level in Little Johns Creek (due tothe recent storms) automatically shutting <br />down the plant. <br />Some of the things we've done to correct these problems include: <br />Scaling problem - we are conducting atesbng program recommended by our design <br />consultant, EMCON Associates, to determine the correct HCl acid dosage rate to prevent <br />
