Marshall, Chief - Chapter 15 unit <br />California Regional Water Quality Control Board <br />Central Valley Region <br />3443 Routier Road, Suite A <br />Sacramento, CA 95827-3098 <br />We received your August 17 letter telling us that volatile organic compounds (VOCs) <br />typical of the Austin Road Landfill VOCs plume were found in NCYC's agricultural <br />supply well located 3,000 feet downgradient from the landfill. You asked that we resample <br />that well and the two private supply wells at 7890 and 8160 -Austin Road for the presence <br />of VOCs. You also asked that we provide field sampling and laboratory analysis <br />documentation with the test results. <br />The City is very concerned about the NCYC well test results and the allegations the State <br />Office of Real Estate and Design Services has made concerning those results. We can assure <br />you that the City intends to fully cooperate with the Regional Board in clarifying this <br />issue. However, before spending public funds, which are in short supply during the current <br />fiscal crisis, we must obtain and evaluate additional information about the conditions of <br />this well when it was sampled, the procedures followed in collecting the sample, and the <br />laboratory analysis quality control procedures. We are especially interested in getting this <br />information since learning that the well is unsecured and apparently had oil in it when it <br />was sampled (see attached correspondence). <br />We, specifically, would like to know the following: <br />1. Was the depth to water measured in the well before sampling and was the <br />grbundwater elevation calculated ? If so, what was it ? <br />a.
