The current Solid Waste Facilities Permit (SWFP) issued in <br /> February 1983 indicates that the facility accepts 280 TPD of waste. Further, the 5-Year <br /> Permit Review conducted in May 1990 noted that "significant changes" in the design and <br /> operation of this facility have occurred. These changes include hours of operation, <br /> increased tonnage, types of wastes received and prohibited, the installation of a landfill <br /> gas collection system, the operation of a methane to energy plant, and the implementation of <br /> a hazardous waste screening program. The LEA determined that the significant changes of the <br /> existing permit would require a permit revision. Pursuant to this section, the SWFP shall <br /> contain all terms and conditions which the Enforcement Agency determines to be appropriate <br /> for the operations of the solid waste facility. The operator shall comply with all the <br /> terms and conditions of the SWFP. <br /> Note: On April 2, 1991, the LEA issued a Notice and order (N&O) to the City of Stockton <br /> (operator) which identified a violation of Division 30, Public Resources Code (PRC) , section <br /> 44004 (a) , significant change (exceeding the SWFP permitted tonnage of 280 TPD) and ordered <br /> the operator to revise the SWFP. This N&O allows the operator to accept up to 700 TPD of <br /> waste until a revised permit has been approved. <br /> Areas of Concern: <br /> 14 CCR 17704 Leachate Control <br /> Groundwater testing results have indicated a degradation of groundwater quality at the <br /> landfill. Volatile organic compounds (VOCs) , in concentrations above State Action Levels, <br /> have been detected (1/89) and verified (3/89, 2/91) in the first-encountered water-bearing <br /> zone of the landfill. Recent monitoring results (Verification Monitoring Program and <br /> Conceptual Corrective Action Plan, EMCON, 4/91) indicate that a contaminated groundwater <br /> plume runs along the northern edge of the landfill and extends 1,000 feet down gradient to <br /> the northeast of the landfill. waste Discharge Requirements for a Ground Water Treatment <br /> System and Storm Water Discharge for the Austin Road Landfill were issued during the RWQCBIs <br /> 8/14/92 meeting.. Currently, the City of Stockton is in compliance with the California <br /> Regional Water Quality Control Board (RWQCB) Waste Discharge Requirements (90-122 & 92-143) <br /> as the operator will begin construction of a groundwater treatment facility for this site in <br /> July 1993. The operator needs to continue to work with the RWQCB to remediate this problem. <br /> Pursuant to this section, the operator shall take adequate steps to monitor, collect, treat, <br /> and effectively dispose of leachates. <br /> Note: The LEA has notified the City of Stockton, as operator of the Austin Road Landfill, <br /> that as of October 9, 1993, the return of gas condensate to the landfill is prohibited. <br /> This includes any and all gas condensate returned to the landfill through leach lines, <br /> condensate traps and by any other means. Pacific Energy Systems will be determining the <br /> appropriate measures for disposal of this condensate. <br /> Associate Waste Management Specialist <br />
