ODOR <br /> Odor will be sampled for only if the LEA receives five or more <br /> complaints of odor problems from outside the property of the <br /> landfill within 90 days. <br /> FIRE <br /> Fires will be reported to the LEA and the City's Fire <br /> Department if the landfill operator is unable to extinguish <br /> them within 24 hours. <br /> LITTER <br /> Litter control is the responsibility of the landfill operator. <br /> Litter is not allowed off-site under the current permit <br /> conditions. The LEA will comment on any litter problems at <br /> each site visit. <br /> MOISTURE INFILTRATION <br /> Moisture infiltration will be kept to a minimum by covering <br /> all exposed waste at the end of each working day with <br /> greenwaste and on Friday's with soil cover. The LEA will <br /> observe the size of the landfill working face at each visit. <br /> 2.4 MONITORING SCHEDULE AND DOCUMENTATION <br /> The fly counts shall be done once per week. Fly species <br /> determination will occur once per month. Rat traps will be <br /> place once per month. At all site visits the LEA will observe <br /> and document other vectors such as mosquitos, wasps, <br /> cockroaches,, and domestic rodents. <br /> Guidelines for Vector Surveys (Fly grill survey, Fly Species <br /> Composition, Crawler Flies, Appropriate Traps and Baits and <br /> Survey Logistics) are given in Appendix B. <br /> All records are to be kept up to date and submitted to the <br /> CIWMB on request. <br /> 9 <br />
