We will be attending <br /> the pilot demonstration scheduled on September 20, 1993 after 3:00 p.m. Our concerns and/or <br /> conditions are as follows: These references are from the CIWMB letter dated August 3, 1993: <br /> * #5. The flammability and permeability data for Covertech C-440 must be submitted no later <br /> than 90 days after the start of demonstration. <br /> * #9. Clean soil must be used as cover material when high winds make it impractical to use <br /> Covertech C-440 as cover. Submit the report that addresses the performance of the <br /> alternative cover during windy conditions. I <br /> * Conformance to the requirements set forth in Title 14, CCR, Section 17683. <br /> * Submit the procedure for handl*ing any adverse conditions In the following areas: <br /> (1) QdX - Responsibility of owner/operator (COS) to provide and identify equipment used <br /> to undertake odor measurements 0 7683(b)). <br /> (2) Firg and Litter Hazard - Quantity of blankets at site, duration of blanket on waste, and <br /> what will constitute the application and removal of blanket on a daily basis. <br /> (3) Limitations of size of active face - Submit the computations that will be used to <br /> compute the valves of Ad (area in dry weather) AW (area in wet weather) of the active <br /> face 0 7683(e)). <br /> All concerns and/or conditions in this letter must be addressed prior to commencement of the 1 year <br /> demonstration project scheduled for October 11, 1993. Should the use of Covertech C-440 become <br /> infeasible or unhealthy,the,operator mulct terminate the project on their own initiative, or Instruction <br /> by the LEA or CIWMB, and the standard operating procedures must resume.
